    "Ted Benna, President of the 401(k) Association and chief operating officer of Malvern Benefits Corporation, has been a tireless advocate of the 401(k) savings vehicle for more than twenty years. Benna has also written extensively about 401(k) plans, authoring four books. He has also been a strong supporter of asset allocation portfolio strategies and fee transparency, as in 2001 he was one of the first to propose a structured portfolio that would also fit IRAs. While many have disagreed with him over the years, Benna has challenged vendors to think about the products they provide in different ways and how to maximize investment choices for participants.

    "Sometimes referred to as the "father of 401(k)," Benna gained Internal Revenue Service approval of the first 401(k) savings plan at the Johnson Companies in the early 1980s. Benna noticed a loophole in the IRS rules that allowed employees to put a percentage of their salaries into tax-free accounts. The IRS ruled that his idea--which was allowed by section 401(k) of the U.S. Revenue Act of 1978--was valid. Congress responded by limiting the amount that could be socked away in this manner. But the result was still huge. 401(k)-type plans went from serving a niche market to becoming the primary vehicle for Americans to save, and creating a bonanza for the mutual fund industry. The introduction of the 401(k) also helped bring about the Individual Retirement Account, and fundamentally changed the relationship to Wall Stree that most Americans have."
